Maritime Security Operatives Course Package
(for USA Students)

Held in Plymouth, England (home of the Pilgrim Fathers) and also by arrangement in Arizona (USA)* or the Island of Malta* in the Mediterranean, the aim of this comprehensive Maritime Security training program is to provide experienced US (including former and serving military) professionals with all the necessary theoretical knowledge and practical skills to perform duties of the Maritime Security Officer in accordance with international procedures when operating on non – USA shipping.

This course package is designed to elevate the candidate to the highest level of professional expertise and understanding of Maritime Security, placing you well above that of a typical armed guard with little or no background in the industry and un-recognised informal qualifications.

Coupled with your previous experience or overwhelming desire to succeed in the Maritime Security industry, this is an opportunity to gain formal British qualifications that are recognised world-wide.

This course consists of a number of modules leading to qualifications that are internationally recognised (including the US Coastguard and IMO). They are now a pre-requisite for anyone wishing to work as a Maritime Security Operative (MSO) on a legal and professional basis worldwide and open the way to working with European companies.

With this in mind it is expected that potential candidates will have a proven track record in maritime security and or naval, military or security backgrounds.

MCA Maritime and Coastguard Agency.

The Maritime and Coastguard Agency (MCA) is a UK executive agency working to prevent the loss of lives at sea and is responsible for implementing British and International maritime law and safety policy.

This involves coordinating search and rescue (SAR) at sea through Her Majesty's Coastguard (HMCG), ensuring that ships meet international and UK safety standards, monitoring and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency (licences) for ships' officers and crew to STCW requirements

City & Guilds

The City and Guilds of London Institute (City & Guilds) is a vocational education organisation in the United Kingdom. City & Guilds offers more than 500 qualifications over the whole range of industry sectors through 8500 colleges and training providers in 81 countries worldwide. 

Two million people every year start City & Guilds qualifications, which span all levels from basic skills to the highest standards of professional achievement (Honours, Master and Doctorate levels equivalent).

Highfield Awarding Body for Compliance (HABC)

Highfield Awarding Body for Compliance (HABC) is the UK and Middle East’s leading supplier of compliance qualifications and apprenticeships. They offer over 200 qualifications.

HABC is regulated by Ofqual, the Welsh Government, the Scottish Qualifications Authority (SQA) and the Security Industry Authority (SIA).

Security Industry Authority

The Security Industry Authority is the organisation responsible for regulating the private security industry. The SIA is an independent body reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. Their mission is to regulate the private security industry effectively; to reduce criminality, raise standards and recognise quality service. Their remit covers the United Kingdom.

Module 1

Maritime Security Operatives (QCF) (8269)

Awarded By: (City & Guilds)

Designed for individuals wishing to operate or currently operating as Privately Contracted Armed Security Personnel (PCASP). The Maritime Security Operative (MSO) qualification is the only Ofqual accredited qualification based directly on the new international standard for Private Maritime Security Companies (PMSCs): ISO28007 [Guidelines for PMSCs providing privately contracted armed security personnel (PCASP) on board ships].

This qualification is based directly on the competencies in the ISO PAS 28007 and has also been mapped to the full training syllabus for ‘Personnel in Designated Security Duties’ (PDSD). The PDSD requirements, as laid down in the 2010 Manila amendments to STCW PDSD, represent approx. 25% of the total 8269 syllabus.

The qualification has been welcomed by the UK Government and the UK’s Maritime and Coastguard Agency (MCA), who have now stipulated that PCASPs who hold the 8269 MSO qualification do not need separate PDSD training when working on board British flagged ships; the International Maritime Organisation (IMO) has accepted the UK’s arrangements and notified other flag States to that effect. The qualification also has the support of major shipping associations and the security industry (SAMI and SCEG).

The qualification is also suitable for those wishing to operate as an unarmed maritime security operative on board ships.  It is aimed at Maritime Security Operatives (MSOs) wishing to operate or currently operating as Privately Contracted Armed Security Personnel (PCASP).

Level 3 is ideal for anyone who already has previous military experience or police/security service experience involving firearms. You may already be working in the sector and wish to gain additional skills and knowledge mapped to the new ISO28007 standard and/or demonstrate your competence as an MSO by holding the qualification.

Module 2.


Awarded by: MCA

To give those undertaking designated security duties on board ship the essential education and training meeting the Knowledge, Understanding and Proficiency (KUP) requirements.
The training must meet the following requirements:

Function: Ship Security

Competence: Maintain the conditions set out in a ship security plan

  • Recognition of security risks and threats
  • Undertake regular security inspections of the ship
  • Proper usage of security equipment and systems, if any.
  • Entry requirements

There is no intake restriction although some sea going experience would be an advantage before undertaking a designated security duties course, and neither is there a requirement for the learner to have completed security awareness training before being enrolled on a designated security duties training course

Module 3.


Awarded by: MCA

To give those seeking a certificate of proficiency as a Ship Security Officer the essential education and training meeting the Knowledge, Understanding and Proficiency (KUP) requirements. The training must meet the following requirements:

Function: Ship Security


  • Maintain and supervise the implementation of a ship security plan.
  • Assess security risk, threat and vulnerability.
  • Undertake regular inspections of the ship to ensure appropriate security measures are implemented and maintained.
  • Ensure that security equipment and systems, if any, are properly operated, tested and calibrated.
  • Encourage security awareness and vigilance.

On completion of the training trainees will be able to undertake the duties and responsibilities of a Ship Security Officer.

Module 4.

Training for Proficiency in First Aid On Board Ship (MFAOB)

Awarded by: MCA

This training is intended for seafarers who are designated to provide medical first aid on board ship, in accordance with:

  • Regulation VI/4 of the Annex to the STCW Convention and Section A-VI/4 (1 – 3) of the STCW Code
  • The Merchant Shipping (Training and Certification) Regulations 1997.
  • On completion of the training, the trainees will:
  • Be able to apply immediate first aid in the event of an accident or illness on board
  • Have knowledge of reference materials and first aid and medical equipment on board and understand their use in the management of accidents and medical emergencies.
